Allosaurus fed more like a falcon than a crocodile: Engineering, anatomy work reveals differences in dinosaur feeding styles

May 21, 2013 ? The mighty T. rex may have thrashed its massive head from side to side to dismember prey, but a new study shows that its smaller cousin Allosaurus was a more dexterous hunter and tugged at prey more like a modern-day falcon.

"Apparently one size doesn't fit all when it comes to dinosaur feeding styles," said Ohio University paleontologist Eric Snively, lead author of the new study published today in Palaeontologia Electronica. "Many people think of Allosaurus as a smaller and earlier version of T. rex, but our engineering analyses show that they were very different predators."

Snively led a diverse team of Ohio University researchers, including experts in mechanical engineering, computer visualization and dinosaur anatomy. They started with a high-resolution cast of the five-foot-long skull plus neck of the 150-million-year-old predatory theropod dinosaur Allosaurus, one of the best known dinosaurs. They CT-scanned the bones at O'Bleness Memorial Hospital in Athens, which produced digital data that the authors could manipulate in a computer.

Snively and mechanical engineer John Cotton applied a specialized engineering analysis borrowed from robotics called multibody dynamics. This allowed the scientists to run sophisticated simulations of the head and neck movements Allosaurus made when attacking prey, stripping flesh from a carcass or even just looking around.

"The engineering approach combines all the biological data?things like where the muscle forces attach and where the joints stop motion?into a single model. We can then simulate the physics and predict what Allosaurus was actually capable of doing," said Cotton, an assistant professor in the Russ College of Engineering and Technology.

To figure out how Allosaurus de-fleshed a Stegosaurus, the team had to "re-flesh" Allosaurus. The anatomical structure of modern-day dinosaur relatives, such as birds and crocodilians, combined with tell-tale clues on the dinosaur bones, allowed Snively and anatomists Lawrence Witmer and Ryan Ridgely to build in neck and jaw muscles, air sinuses, the windpipe and other soft tissues into their Allosaurus 3D computer model.

"Dinosaur bones simply aren't enough," said Witmer, Chang Professor of Paleontology in the Heritage College of Osteopathic Medicine and principal investigator on the National Science Foundation's Visible Interactive Dinosaur Project that provided funding for this research. "We need to know about the other tissues that bring the skeleton to life."

A key finding was an unusually placed neck muscle called longissimus capitis superficialis. In most predatory dinosaurs, such as T. rex, which Snively studied previously, this muscle passed from the side of the neck to a bony wing on the outer back corners of the skull.

"This neck muscle acts like a rider pulling on the reins of a horse's bridle," explained Snively. "If the muscle on one side contracts, it would turn the head in that direction, but if the muscles on both sides pull, it pulls the head straight back."

But the analysis of Allosaurus revealed that the longissimus muscle attached much lower on the skull, which, according to the engineering analyses, would have caused "head ventroflexion followed by retraction."

"Allosaurus was uniquely equipped to drive its head down into prey, hold it there, and then pull the head straight up and back with the neck and body, tearing flesh from the carcass ? kind of like how a power shovel or backhoe rips into the ground," Snively said.

In the animal world, this same de-fleshing technique is used by small falcons, such as kestrels. Tyrannosaurs like T. rex, on the other hand, were engineered to use a grab-and-shake technique to tear off hunks of flesh, more like a crocodile.

But the team's engineering analyses revealed a cost to T. rex's feeding style: high rotational inertia. That large bony and toothy skull perched at the end of the neck made it hard for T. rex to speed up or slow down its head or to change its course as it swung its head around.

Allosaurus, however, had a relatively very light head, which the team discovered as they restored the soft tissues and air sinuses.

Having a lot of mass sitting far away from the axis of head turning, as in T. rex, increases rotational inertia, whereas having a lighter head, as in Allosaurus, decreases rotational inertia, the researchers explained. An ice skater spins faster and faster as she tucks her arms and legs into her body, decreasing her rotational inertia as the mass of her limbs moves closer to the axis of spinning.

"Allosaurus, with its lighter head and neck, was like a skater who starts spinning with her arms tucked in," said Snively, "whereas T. rex, with its massive head and neck and heavy teeth out front, was more like the skater with her arms fully extended ? and holding bowling balls in her hands. She and the T. rex need a lot more muscle force to get going."

The end result is that Allosaurus was a much more flexible hunter that could move its head and neck around relatively rapidly and with considerable control. That control, however, came at the cost of brute-force power, requiring a de-fleshing style that, like a falcon, recruited the whole neck and body to strip flesh from the bones.

The Ohio University team will continue to use their engineering approach to explore additional differences in dinosaur feeding styles.

Man charged in death of missing Maine teenager

BANGOR, Maine (AP) ? When 15-year-old Nichole Cable left home May 12, she told her family she was heading out to see someone she'd met on Facebook.

The high school sophomore never came back.

Now, a 20-year-old man faces charges in her death after a body believed to be the missing teen's was found in a wooded area north of Bangor.

Kyle Dube, of Orono, was charged with murder Tuesday, a day after the remains were found in Old Town, Maine State Police Lt. Christopher Coleman said at a news conference.

Police declined to reveal the circumstances of her death, describe her relationship with Dube or discuss the evidence they have against him. Nor was it clear whether her Facebook relationship had anything to do with her disappearance and homicide.

More details were expected to emerge once police submit an affidavit of probable cause, which could happen as early as Wednesday, when Dube is due to make his first court appearance in the case.

Dube was already in jail serving a sentence for fleeing police on a motorcycle at more than 100 mph, according to state police. Stephen McCausland, a state police spokesman, said investigators believe Dube is "solely responsible for her death."

Tyler-Ann Harris, 16, who described herself as Nichole's best friend, said Tuesday that Dube and Nichole had met a couple of months earlier and planned to see each other the weekend she vanished, before he had to report to jail.

Harris, who attended Old Town High School with Nichole, said she had never met Dube and wasn't sure of his relationship with her friend. But she said Nichole didn't fear him.

"She was really happy even though she went through a lot of hard stuff in her life. She always knew how to see the bright side of things," Harris said, dabbing her eyes with a tissue. "She didn't always get along with people, and she had an attitude. But that's a teenage girl. And she was just happy all the time."

Dube's parents live in a tidy brick and white-sided house in Orono. A young man who answered the door said the family didn't want to talk and closed the door firmly in a reporter's face.

Dube's attorney, Stephen Smith, did not immediately return a call for comment.

Dube had worked for The Getchell Agency, an organization that cares for people with disabilities in Bangor, since June until he quit last week. The agency's CEO, Rena Getchell, said in an email to The Associated Press that his background check and employee reviews were satisfactory.

"He gave us no reason to believe that he might be capable of this crime," she said. "This is devastating news to us as we truly are a family."

The body believed to be Nichole's was found about 9:30 p.m. Monday by a warden who was searching the woods with a dog, officials said. The medical examiner took possession to make a positive identification and issue a ruling on how she died.

Nichole's mother, Kristine Wiley, said after she disappeared that Nichole had said she was going out to meet someone she knew from Facebook. But Wiley said she didn't know the identity of the person.

Dozens of law enforcement officers, using aircraft and dogs, and hundreds of civilian volunteers spent days searching for the teen, who lived in Glenburn.

"This initially started as a missing person's case and sadly it's transitioned to a homicide investigation," said Penobscot County Sheriff Glenn Ross.

He urged parents to keep an eye on their children's online activities.

"This reminds us that parents should have oversight of Internet activities of their children. They should monitor what's going on and then use normal precautions that we all know, as far as how much information we provide," Ross said.

Cable's stepfather, Jason Wiley, said Tuesday that he and Kristine Wiley were still processing Tuesday's news and would take reporters' questions on Wednesday.

Twitter builds internal guidelines for handling legal battles over patents

Twitter officially patented its ?pull-to-refresh? technology for streaming on its mobile app today, The Verge reports. But Twitter also has an original, internal approach to patent applications.

All Twitter?s patents include a contract in which the company agrees to engage in patent litigation only if they are sued first. The contract is meant to deal with the concerns of the engineers whose work is being patented, and who feel the definition of defensive litigation can be fuzzy.

?[Engineers] were going around saying we?re worried about what patents mean,? said Twitter IP attorney Ben Lee, who drafted the IPA and guided it through the revision process. ?The IPA is an expression of the values of the company.?

Lee?s work on the IPA began during his initial job interview with Twitter general counsel Alex Macgillivray in November of 2010. ?The notion of trying to come up with new ways of handling patents was a major reason for me coming to Twitter in the first place,? he said. ?I don?t think it was that long after that we were already having significant conversations with the engineers and senior management about some things we could do.?

Unfortunately, work on the IPA was put on hold not long after Lee joined Twitter ? a patent troll had sued the company over a junk patent on ?virtual communities,? and Lee spent serious time living in a Virginia hotel room as the case went to trial. ?We?ve seen the negative impact? of patent abuse, he says. ?And we?re a young company.?

Sprint Acquires KC-Based Handmark For Its Mobile App Development And Advertising Shop, OneLouder

logo-1Sprint has decided to get deeper into the social and mobile space, announcing today that it has acquired Handmark and its subsidiary OneLouder. The acquisition is meant to beef up its Pinsight Media+ advertising group, specifically. Through Handmark, OneLouder has built social apps like Twitter clients Tweetcaster and Slices, and Friendcaster, a Facebook client. The acquisition price hasn’t been made known, but it’s a huge win for the Kansas City tech space, a place that I visited just a few weeks ago. Sprint hopes that this acquisition will bring a more “entrepreneurial spirit” to its mobile program, hoping to lure developers to use its own advertising platform. Mike Cooley, VP of New Ventures at Sprint shared: “The business, culture and technology they bring will be a huge asset to our business, and ultimately the customers of Pinsight Media+.” Through building all of its apps, OneLouder found a niche in advertising, having its own team that has worked on the ad platform and used its own apps to test it out. This deal also brings Sprint some strategic partners like CBS, which has a sports app powered by OneLouder. Tying the work that OneLouder has done on its ad platform with Sprint’s customer base should juice its mobile advertising efforts immediately. The great thing about the acquisition is that Handmark and OneLouder will stay in its current home of Kansas City, serving as an example of what a budding tech hub it really is. Sprint has been trying to get involved with the KC tech crowd, as all of the activity surrounding Google Fiber has inspired companies to be formed and money and time to be spent on building communities and refocusing on making the area attractive to both coasts as an alternative base.

Yahoo takes big leap with $1.1B deal for Tumblr

(AP) ? Yahoo is buying online blogging forum Tumblr for $1.1 billion as CEO Marissa Mayer tries to rejuvenate an Internet pioneer that had fallen behind the times.

The deal announced Monday is Mayer's boldest move since she left Google 10 months ago to lead Yahoo's latest comeback attempt. It marks Yahoo's most expensive acquisition since the Sunnyvale, Calif., company bought online search engine Overture a decade ago for $1.3 billion in cash and stock.

Yahoo is paying mostly cash for Tumblr, dipping into what remains of a $7.6 billion windfall reaped last year from selling about half of its stake in Chinese Internet company Alibaba Holdings Group. Taking over Tumblr will devour about one-fifth of the $5.4 billion in cash that Yahoo had in its accounts at the end of March.

While hailing Tumblr as a fount of creativity that attracts 300 million visitors each month, Mayer told analysts Monday that she is "making a sincere promise to not screw it up." David Karp, a high school dropout who started Tumblr six years ago, will remain in control of the service in an effort to retain the same "irreverence, wit and commitment to empower creators," Yahoo said.

Karp, 26, may now have a managerial mentor in Mayer, 37. Tumblr, which will remain based in New York, has about 175 employees while Yahoo has 11,300 workers.

Mayer, who worked closely with Google co-founders Larry Page and Sergey Brin during her time at the company, had high praise for Karp during Monday's conference call. "David Karp is one of the most inspiring, insightful entrepreneurs that I have ever met," she said.

In his statement, Karp predicted Yahoo would help Tumblr grow even faster as he strives "to make the Internet the ultimate creative canvas. "

The deal is expected to close during the second half of this year.

Tumblr will now play a pivotal role in Mayer's attempt to reshape Yahoo. To take on the challenge, Mayer ended a highly successful 13-year career at Google, which she helped surpass Yahoo as the Internet's most influential company. Since coming to Yahoo, Mayer has concentrated on improving employee morale, redesigning services and bringing in more engineering talent through a series of small acquisitions that have collectively cost less than $50 million.

Yahoo will still focus on mostly small deals, Mayer said. She seized the opportunity to buy Tumblr because she believes the service can accelerate her efforts to turn around Yahoo.

"Tumblr is a game changer," Mayer assured analysts.

As popular as Tumblr has become, the service remains unprofitable. That is likely to raise questions about whether Yahoo paid too much in Mayer's zeal to gain control over a hot service. Facebook Inc. faced similar doubts last year when it bought Instagram, a rapidly growing photo sharing site, that also hadn't been trying to make money. Facebook initially agreed to pay $1 billion in stock for Instagram, but the value had fallen to $715 million by the time that deal closed. Facebook still hasn't proven it will be able to make money off of Instagram.

Mayer's efforts at Yahoo have been well-received on Wall Street so far, although most of the roughly 70 percent surge in Yahoo's stock price under Mayer's leadership has been driven by the rising value of Yahoo's remaining 24 percent in Alibaba. When Alibaba goes public within the next few years, analysts have estimated Yahoo could collect another $10 billion to $20 billion by selling the rest of its Alibaba stock.

If this deal pays off the way Mayer envisions, Tumblr could help Yahoo finally get its stock price to $33. That would be a major coup because many investors soured on Yahoo after a previous regime led by co-founder Jerry Yang squandered an opportunity five years ago to sell the entire company to Microsoft for $33 per share. The stock spent more than four years trading below $20 before the recent surge. The shares gained 14 cents to $26.66 in Monday's afternoon trading.

The deal could backfire though if Yahoo's effort to make more money alienate a Tumblr user base that so far has been subjected to hardly any advertising during the service's six-year history.

"Yahoo has to manage this acquisition in a way that keeps Tumblr's user base while trying to add advertising, which historically tends to turn off a lot of people," said Forrester Research analyst Zachary Reiss-Davis.

Mayer said Yahoo will work with Tumblr to create ads that "are tasteful and seamless." The company expects Tumblr to start increasing Yahoo's revenue next year.

Mayer is betting that Tumblr will provide Yahoo with a captivating hook to reel in more traffic and advertisers on smartphones and tablet computers. That rapidly growing market is expected to become even more important during the next decade as people increasingly consume digital content on mobile devices instead of laptop and desktop machines.

More than half of Tumblr's users connect to the service through the mobile app, and engage in an average of seven sessions per day.

"I would characterize Tumblr as being ahead of Yahoo in terms of its work on mobile," Mayer said.

Besides offering one of the top mobile apps, Tumblr also runs one of the world's busiest websites, featuring 75 million daily posts about everything from politics to pets. Advertising has been a missing ingredient so far as Tumblr, like many online services in their early stages, focused on building a loyal audience before turning its attention to making money.

The deal also has some symbolic significance for Yahoo, an 18-year-old company that had spent much of the past decade aimlessly drifting under different management teams while Google Inc. overtook it in terms of size and influence. At the same time, newcomers such as Facebook Inc. and Twitter began to command the attention of people who found themselves spending less and less time on Yahoo.

Part of Yahoo's problems stemmed from missed chances to improve its service and technology.

Yahoo flirted with potential acquisitions of Google and Facebook in those two companies' early days, only to have the talks unravel because Yahoo wasn't prepared to pay asking prices that were far below the current market values of Google ($300 billion) and Facebook ($63 billion). Yahoo also considered buying YouTube in 2006, only to be outbid by Google, which snapped up the world's leading online service for $1.76 billion ? a price that now looks like a bargain.

Even when Yahoo did pull off deals, the company has been criticized for mismanaging a list of acquired services that includes photo-sharing Flickr, online help-wanted service HotJobs and content-sharing service Del.icio.us. Yahoo ended up selling HotJobs and Del.icio.us, but Mayer has been looking at ways to spruce up Flickr and blend its photos into more of Yahoo's other services. Mayer is expected to discuss more changes for Flickr at an event in New York Monday evening.

Tumblr could help Yahoo recapture some of its cachet with teens and adults in their early 20s, a demographic that has become tougher for Yahoo to reach in recent years as it fell behind the technological curve and struggled to develop compelling services.

While Facebook has turned into a mainstream social network where even grandparents now connect family and friends, Tumblr has become one of the places where the cool kids hang out.

"Tumblr is redefining creative expression online," Mayer said. "On many levels, Tumblr and Yahoo couldn't be more different, but, at the same time, they couldn't be more complementary."

Tumblr emerged as a trendy online hangout by providing a service that makes it easy to share blog posts, photos, video and other content in an enthralling mosaic. The service says it has amassed more than 50 billion posts from 108 million blogs. Tumblr users rely on a dashboard to pinpoint the kinds of blogs that they want to track and also have tools to pass along the posts that interest them.

That wealth of content could be interwoven into Yahoo's other services that provide coverage of general news, sports, finance and entertainment. Tumblr also will fill Yahoo's gaping void in the realm of social media. Yahoo so far has had to connect its services to Facebook and Twitter to give its users a social networking outlet.

Having its own social networking service will also give Yahoo more insights into the things that people like ? a key to distributing ads to consumers most likely to be interested in a specific products. That data, in turn, should help Yahoo sell more ads and accelerate its revenue growth. After three successive years of declines, Yahoo's revenue rose slightly last year, but lagged far behind the growth at Google and Facebook. Mayer has vowed to bring Yahoo's revenue growth back to at least the level of the overall Internet ad market.

Yahoo's acquisition will deliver a jackpot to Karp, who dropped out of high school to concentrate on computer programming. He ended up being home schooled while taking classes in Japanese and working on gambling software. Later, he became a product executive at a parenting website called UrbanBaby. After CNet bought the site in 2006, Karp set up his own a development service called "Davidville" before deciding to create an outlet for personal expression ? an endeavor that hatched Tumblr.

Karp's cut from the Yahoo deal is about $275 million. Most of the rest of the money will be paid to the venture capitalists that invested about $125 million into Tumblr. That list includes Spark Capital, Sequoia Capital, Greylock Partners, Union Square Ventures and Insight Venture Partners.

(AP) ? Playing a Freudian analyst helped Mathieu Amalric overcome his fear and loathing of psychotherapy.

The French actor depicts a maverick academic counseling Benicio Del Toro's Native American war vet in "Jimmy P.: Psychotherapy of a Plains Indian," director Arnaud Desplechin's Cannes Film Festival contender.

Based on a true case study from the late 1940s, it's the story of two men ? doctor and patient ? who go on difficult journeys into their own minds.

Amalric says he went on a similar trip himself. Before making the movie, psychoanalysis "frightened me so much that I rejected it, because my parental culture that told me maybe psychoanalysis had to do with weakness."

"You are not supposed to show weakness. You are supposed to 'be a man' ... That's what my father would think of psychoanalysis."

What the 47-year-old actor found through the movie was something different ? "a world of adventure: of research, of physical danger and how the body and the mind expand."

Analysts could put that on their calling cards. No wonder Desplechin says the movie is "a manifesto for psychoanalysis," as well "a film about a man who needs to heal his own soul."

Amalric ? most famous internationally as the villain in James Bond adventure "Quantum of Solace" ? plays real-life French analyst Georges Devereux, who moved to the United States in the 1930s. He spent time living with Mojave Indians and helped develop the field of ethnopsychiatry, which studies the ways mental illness is understood in different cultural contexts.

Del Toro is his patient Jimmy Picard, who returned from World War II service in France with a head injury and debilitating psychological symptoms his doctors were unable to diagnose.

One of 20 films competing for the Palme d'Or at Cannes, the movie is a trans-Atlantic hybrid ? an American story told by a French writer-director with a cast including Amalric, Puerto Rico-born Del Toro and British actress Gina McKee as Devereux's sophisticated love interest.

Desplechin says he sees it less as a specifically American tale than as a story of displaced people: both Jimmy, living on a Montana reservation, and Devereux, who initially struggled to find support for his ideas in the U.S.

Amalric, one of France's busiest actors, is such a Cannes darling he once appeared in three competition films in the same year. This year he's in two ? "Jimmy P." and Roman Polanski's "Venus in Fur."

He says he enjoyed his time as a fish out of water filming in the U.S. "Jimmy P." was shot in Monroe, Michigan, a place Amalric remembers with a shudder of Gallic horror: "There was nothing there. Nothing."

"It was very intense, and the situation of the shooting itself made it even stronger, the fact that we would live all together in a hotel where there was nothing to do," he said during an interview on a Cannes rooftop terrace that would be idyllic if not for a bitter wind off the Mediterranean. "It was very close to the situation they were living in the middle of nothing."

The actor and Del Toro share a strong onscreen bond in the talk-heavy film. For long stretches the movie is an intense two-hander, with the slight Amalric and the beefy Del Toro making a compelling double act. Del Toro plays Jimmy with stoic understatement, while Amalric's Devereux is a piano-playing bundle of energy.

Court refuses to help pro se litigant after EEOC, attorneys reject her ...

Here?s some good news for em?ployers frustrated with former employees who file groundless discrimination lawsuits. Judges are increasingly unwilling to bend over backward to enable lawsuits that look like sure losers by assigning court-appointed attorneys.

If employers win an EEOC dismissal and the former employee can?t find an attorney to take her case on a contingency basis, chances are the court will toss the claim out. And the court certainly won?t assign a free attorney, instead forcing plaintiffs to represent themselves.

Recent case: Christianah, who is black and of Nigerian national origin, was fired from her nursing job. She filed an EEOC complaint alleging that her supervisor, who is from Sierra Leone, was biased against Nigerians and wanted Christianah fired.

The EEOC dismissed the complaint. Christianah tried to hire an attorney but could not find one willing to take her case. She then filed her own federal lawsuit, asking the court to assign her a free attorney.

The court refused, concluding that the EEOC dismissal and her inability to find an attorney showed Christianah?s case was weak at best. She must continue representing herself. Chances are, her case will fold. (Adefila v. Select Specialty Hospital, No. 1:13-CV-68, MD NC, 2013)

Final note: Don?t take this case as an excuse to ignore a case in which an employee acts as her own lawyer. Always pass on any legal documents you receive and have your attorneys handle the matter.

Transparency Maldives has called for stronger anti-corruption climate finance safeguards, following the government?s declaration it would establish a ?green fund? that would merge all climate change, conservation, and sustainable development project trust-funds.

President Mohamed Waheed Hassan Manik?s cabinet proposed a Maldives ?Green Fund? be established, which would merge all the currently established trust funds in accordance with the government?s Biosphere Reserve sustainable development policy.

The purpose for merging the funds would be to enable cost reductions and strengthen operational efficiency for foreign investments for waste management, water management and renewable energy projects.

Shortly following this April 30 announcement, Transparency Maldives called for ?stronger anti-corruption safeguards in climate finance? as part of the civil society recommendations presented to the Minister of Environment and Energy Dr Mariyam Shakeela during the ?NGO Forum on Environment and Sustainable Development 2013? held May 5.

During the NGO forum, Transparency Maldives Chairperson Mohamed Rasheed Bari called on the government to strengthen governance mechanisms by including stronger standards of transparency, accountability and integrity.

Currently, climate funds are ?scattered? because there is no consolidated national governance mechanism with a proper internationally governed governance structure in the Maldives, Transparency Maldives Climate Governance Senior Project Manager Azim Zahir told Minivan News today (May 19).

?In principle establishing a ?green fund? to consolidate climate change mitigation and adaptation money is ?ok? as long as it adheres to international best practices and good governance standards,? said Zahir.

The Environment Ministry had not responded to inquiries at time of press.

No overarching climate policy

?The government lacks an overarching climate change policy,? a civil society source familiar with the challenges facing climate governance in the Maldives, told Minivan News. ?There are no specific goals, which has resulted in project-based, ad hoc and climate change mitigation and adaptation initiatives.?

The source explained that conflicting ministerial mandates and unclear rules have created redundancies and left civil servants ?confused?.

?The root cause of the problem is administrative ? the lack of clear mandates between who is doing what,? the source said. ?There are also ministerial rivalries regarding certain projects because clear mandates are lacking.?

?I find it strange the Ministry of Environment does not have a climate change department, considering they are the people in charge of the entire amount of funds,? the source added.

?One person is in charge of massive [amounts] of funds. There is a lack of human resources within the Environment Ministry. Only a couple of people have dominated [climate change projects] since the 1990?s,? claimed the source.

Some people within the ministry working on foreign aid projects write themselves in as project staff as well to in order supplement their ?really low? monthly government salaries of MVR 6000 to MVR 8000 (US$ 389 to US$ 519), alleged the source.

?The same people work on each project, they don?t have new people,? the source claimed.

?These senior civil servants say the Environment Ministry lacks capacity and young people with knowledge and technical skills, however they are not providing training and opportunities [to the newer civil servants].

?They have a complete monopoly on knowledge? which is not being properly diffused, the source added.

Politics and bureaucracy

After the Foreign Ministry has signed a bilateral agreement the funds are transferred to the Finance Ministry, which then allocates the money to the applicable ministry or government agency, according to the source.

Most climate projects were handled under the Ministry of Housing and Environment during former President Mohamed Nasheed?s administration, the source explained. Additionally, the President?s Office also undertook many climate change initiatives and established the Presidential Advisory Council on Climate Change in 2009.

?The council still exists on paper and while some people within the President?s Office said the council members have been changed [following the controversial transfer of power February 7, 2012], no one has been informed if they have been fired. They have no idea what?s going on,? alleged the source.

Additionally, the National Planning Council (NPC) ? chaired by the president and consisting of various ministers and civil society representatives ? was formed in February 2009 to coordinate equitable sustainable development nationwide.

Currently the NPC website states: ?Due to the change of the Government , the work of the National Planning Council is currently under reform. Therefore all proposals and issues submitted to Department of National Planning/ National Planning Council is on hold for the time being.?

Under President Waheed?s government the Ministry of Housing and Environment was split to form two new entities, the Ministry of Housing and Infrastructure as well as Energy and Environment.

Due to the these changes and ongoing government instability ?There has been a significant change in the process of how the project [cycle] works,? explained the source.

?For various political reasons ? and the delicate nature of politics since February 2012 ? climate?change funds have not been consolidated,? the source continued. ?It takes a lot of work to channel climate funds. Even under Nasheed?s previous administration there were the same problems.?

An additional reason Waheed?s administration ?differs? from Nasheed?s is the current government ?has not been ?very keen? on cooperating with civil society,? alleged the source.

?Previously they behaved really unprofessionally toward certain NGOs, however since the latter half of 2012, the government has started to try and engage NGOs and civil society ? maybe to increase the administration?s legitimacy,? the source continued.

?A positive is the Environment Ministry under Waheed?s administration has been very active. They actually try to do things,? the source noted.

?However, the government consults civil society stakeholders after they?ve already decided everything. They invite NGOs to listen to their opinions, but do not seek their input during the project planning phase,? the source added.

?Ultimately, most [climate finance] problems apply to both administrations, under Nasheed and Waheed,? the source added.

Existing trust funds

?There are three umbrellas ? the Maldives Environmental Management Project (MEMP), the Climate Change Trust Fund (CCTF), the Sustainable Renewable Energy Project (SREP) ? under each there are different components,? Environmental Protection Agency (EPA) Environment and Social Safeguards Coordinator Ibrahim Mohamed told Minivan News earlier this month.

?The idea is that these projects be developed in such a way that the entire nation becomes a biosphere reserve, that?s the overall goal,? he added.

The MEMP umbrella is a US$ 13.88 million World Bank loan, approved in 2008 and set to close in 2014.

?The MEMP is a soft loan in the sense the interest is very less, and this project also has several components,? said Mohamed.

?Only one component is solid waste management, focused in Ari Atoll. Other areas include environmental monitoring, training and capacity building, and a bachelor of environmental science was established at the Maldives National University (MNU),? he continued.

?There is also a renewable energy component to install solar roofing of public buildings on Thinadhoo [Island in Huvadhoo Atoll], so at least 25 percent of their energy will come from solar. That component also has awareness and training on energy efficiency and conservation of energy.

The US$ 9.5 million CCTF picks up where MEMP left off, according to Mohamed.

?Under the CCTF umbrella we have three components: clean energy for climate mitigation, wetland conservation and coral reef monitoring, as well as solid waste management,? Mohamed explained.

?The World Bank is managing the donor money from the CCTF. They don?t finance directly to the government, because they want it to be managed by a reliable, transparent, international fiduciary system.

?The CCTF idea is that the project(s) we develop becomes an exemplary example for other small island states,? he added.

The CCTF was established in 2010 after the signing of an MOU between the Maldives government, the World Bank Group and the European Union with the aim of targeting solid waste management, capacity building for environmental management, and technical assistance for monitoring and managing key natural assets.

The US$138 million SREP was established in 2012 to generate 16 megawatts of renewable energy on 50 islands in the next five years.

The SREP scheme was directly related to the Scaling-up Renewable Energy Program (SREP) originally planned to be submitted to the World Bank in February 2012, but was not due to the political upheaval that resulted from Nasheed?s controversial resignation February 7, 2012.

Additionally, the Maldives has received Global Environment Facility (GEF) grants totaling US$14,443,426 ? that leveraged US$35,176,820 in co-financing resources ? for 10 national projects, four regional projects, and eight small grants. The project areas focus on climate change, biodiversity, international waters, land degradation, persistent organic pollutants, and the ozone layer.

The GEF is an independently operating financial organisation that supports national sustainable development initiatives and addresses global environmental issues by working in partnership with the United Nations, United Nations Development Programme (UNDP), and Asian Development Bank (ADB) as well as civil society organisations and the private sector.

The GEF ?unites? 183 countries with these actors and claims to be the largest public funder of projects to improve the global environment.

?The EU has suggested that the Maldives? government look at one atoll with the potential for populations to move and to live and do more projects there ? such as waste management, clean energy, protection, preservation, adaptation ? all things in one big area, so that these things will be more visible,? said Mohamed.

?If all the components go into one atoll they will become more climate resilient,? he added.

Dems' Senate campaigns marked by internal battles

ATLANTA (AP) ? Republicans aren't the only ones roiled by internal jostling and recruiting hiccups ahead of next year's midterm elections.

Two top-tier Democratic prospects recently bypassed running for Senate seats in Georgia and South Dakota, highlighting both divisions within the party and its challenge of finding candidates whose ideologies line up with voters in Republican-leaning states.

Democrats say they'll be fine even though Rep. John Barrow in Georgia and former Rep. Stephanie Herseth-Sandlin in South Dakota declined to seek seats left open by retirements. Both are moderate-to-conservative Democrats whose views would seemingly play well in their states, giving the party a chance to win on GOP turf as Democrats look to hang onto power in the Senate. But without them running, Democrats probably will be forced to back more liberal, less-tested nominees who would likely have tougher races.

The circumstances underscore a particular challenge for Democrats: They have a six-seat cushion, counting Vice President Joe Biden's ability to cast tie-breaking votes. That requires Republicans to nearly sweep the most competitive races to gain enough seats for control. But many of the contests are in states where President Barack Obama never won and remains unpopular.

Another hurdle for Democrats: Midterm electorates are generally older, whiter and more Republican than in presidential years.

Georgia Democrats are hoping to recruit Michelle Nunn, daughter of former Sen. Sam Nunn and a nonprofit executive in Atlanta. She's expected to announce a decision soon in the race to succeed retiring Republican Sen. Saxby Chambliss.

In the contest for retiring Democratic Sen. Tim Johnson's South Dakota seat, Democrats' preferred candidate now appears to be Rick Weiland, once a top aide to former Sen. Tom Daschle and twice an unsuccessful candidate for Congress. Weiland launched his bid, with Daschle's backing, amid clamoring about Herseth-Sandlin and Johnson's son, Brendan, a U.S. attorney. State Democrats now say the younger Johnson likely won't run.

"It's a recipe for a challenging campaign," said Steve Dick, a former Daschle aide. "It's a tough race, without a doubt. And it's getting more difficult. We're a red state. We just don't have these opportunities that often."

South Dakota is one of three states where a Democratic senator is retiring in a state Obama lost last November; the others are Montana and West Virginia. There also are Democratic retirements in the swing-voting states of Iowa and Michigan, which Obama won.

Republicans also are aiming at four Democratic incumbents in states Republican Mitt Romney won: Mark Begich of Alaska, Kay Hagan of North Carolina, Mary Landrieu of Louisiana and Mark Pryor of Arkansas. Georgia, which went for Romney by 8 percentage points over Obama, has one of two GOP seats opened by retirements; the other is in Nebraska, a virtual lock for Republicans.

Democrats say they can challenge Minority Leader Mitch McConnell in Kentucky, but they haven't yet recruited a top-tier candidate even though the Republican is unpopular at home.

At the National Republican Senatorial Committee, spokesman Brad Dayspring mocked Democrats for failing at a strategy he says was clear: Get conservative Democrats in Republican-leaning states. But Justin Barasky, spokesman for the Democratic Senatorial Campaign Committee, dismissed the notion of an internal Democratic struggle or recruiting woes, and pointed to divisive primaries shaping up for Republicans in several states.

Clearly, Democrats are left with a tricky balance as they look for candidates with this criteria: Satisfy core Democratic voters, ensure successful fundraising and reach independents who voted for Romney and, before him, John McCain and George W. Bush.

Some Democrats thought Barrow and Herseth-Sandlin satisfied those standards.

Barrow is the Deep South's last white Democrat in the House, and he's beaten well-financed GOP nominees in a House district drawn to ensure his defeat. He's a gun owner who voted against the 2010 health care overhaul and voted to hold Obama's attorney general, Eric Holder, in contempt of Congress. He supported the so-called fiscal cliff deal between Obama and congressional Republicans, and successfully wooed thousands of Romney supporters in his last campaign.

But the way Barrow keeps his job could explain why he abandoned the possibility of a promotion.

"His profile is more appropriate to his congressional district than to a statewide run, particularly for metro Atlanta, where most of the votes are in the progressive base," said state Sen. Vincent Fort, a Democrat from the city.

Some Democrats had feared that Barrow would have drawn a primary opponent, and both national and state Democrats concede that the party's best chance for a Georgia upset is to avoid a divisive primary, while leaving a crowded GOP field to spend money and throw punches.

Fort said Nunn would be a compelling candidate. And Democrats, eager to dispute the notion that losing Barrow is a disappointment, point to polling commissioned by Senate Democrats that suggests Nunn would be the better candidate in a general election.

Former Rep. George "Buddy" Darden said Nunn's lack of experience could be an asset. She doesn't have a record to parse and can run as an outsider, he said, a particular upside if Republicans nominate one of the three sitting congressmen who are running.

GOP Reps. Paul Broun, Phil Gingrey and Jack Kingston are joined by Karen Handel, a former executive with the Susan G. Komen Foundation, the breast cancer organization, in a race that could draw additional, well-financed candidates. Georgia is just one of several states where Republicans face the prospect of divisive primaries.

In South Dakota, Herseth-Sandlin had been seen by national Democrats as a top-tier prospect because her profile fit the state, and they were aggressively courting her behind the scenes. The 42-year-old Sioux Falls lawyer was taking steps toward running, hoping to avoid a divisive primary in which her opposition to the health care bill in 2010 and support for a constitutional amendment banning gay marriage in 2004 would be used against her.

Weiland, meanwhile, quickly entered the race, in part to keep Herseth-Sandlin out, a sign of tension between the moderate and liberal wings. Weiland, who lost to Herseth-Sandlin in the 2004 House primary, is a close Daschle ally.

Brendan Johnson, also a Daschle ally, would not challenge Weiland, especially in a state where successful Democrats are rare and clubby. However, Weiland, while a seasoned party operative, would likely bow out, should the younger Johnson assess the race over the summer and decide to enter in the fall.

That scenario becomes more probable should the race for the Republican nomination become contested, South Dakota Democrats said.

Former Gov. Mike Rounds is running and his fellow Republicans view him as a solid candidate. Yet popular GOP newcomer Kristi Noem, elected to the House in 2010, hasn't ruled out a candidacy. She's popular with the tea party and is seen as a better fundraiser than Rounds.

Opinion: Anyone hoping for an extended ?American Idol? tribute to Randy Jackson on Thursday?s finale had to wait an awfully long time for a minimal payoff.

The man?s been a judge on the show for 12 years. He?s brought catchphrases such as ?In it to win it!? into our national database of clich?s. He?s dealt with cranky personalities and divas, and sat through every single terrible group performance during Hollywood weeks. Plus he wears loud clothing for every episode without complaints. Surely the least he deserved was a show-stopping send-off!

And he gave "Idol" every chance to make that happen. Like a man hinting that he wants his own surprise party, Randy announced his retirement from the show last week, giving producers ample time to throw something together.

?Idol? could have sent off their lone remaining original judge in style, much like the Simon Cowell appreciation tour that occurred when the acerbic judge departed after season nine. Plus, Mariah Carey was right there already. How hard would it have been to get a giant cake for her to burst out of?

No dice.

Instead, it wasn?t until almost 90 minutes into a two-hour show that Ryan Seacrest walked behind the judges? podium to say, ?Tonight is the end of an era. This evening we say thank you very much and goodbye to Randy Jackson.?

?The new age begins,? Mariah said helpfully.

The lights dropped. The tape rolled. And what did viewers get?

First, a brief bit involving dogs discussing the news in a board room. Get it? Because Randy calls everyone ?dawg?! Hilarious! But it's great to see that dogs can gather indoors for something other than a poker game.

Then a taped interview saw Randy note, ?If ?Idol? were around and was an opportunity for me growing up, I would have auditioned and won it five times.? It illustrated that after a dozen years, he still doesn?t have a firm grasp on the rules of the competition, or his own singing voice. (Randy, buddy, you?re a bass guitarist, not a front man.)

The wayback machine took the audience to Kelly Clarkson?s audition, and to footage of Randy, Simon and Paula Abdul when they were all much more natural looking and didn?t seem to be a creation of wardrobe and makeup. Long-term viewers sighed and remembered the good old days when the concept was fresh.

?Not in a trillion, billion years would this man ever make it to Hollywood,? Simon said.

(How great would it have been had that been followed by Randy saying, "Not in a trillion billion years can you make a different reality singing competition successful without me being a party of it as well?")

Also, did the show really have to use Daniel Powter?s ?Bad Day? as the musical accompaniment? For years, that was the song that ?Idol? losers heard upon their departure each week. If nothing else, didn?t Randy at least rate someone performing it live?

All too soon -- less than three minutes after it began -- the clip show ended, and the pink-jacketed Randy was taking his final bows.

?By the way, Randy, I think I speak on behalf on a lot of people in America and our producers when I say the door is always open, my brother,? Ryan said. And the show moved on.

That?s it? That?s all the man gets after a dozen years?

Hope Ryan is taking notice. He?ll clearly have to plan his own wrap party when the time comes.

Seventh New York defendant pleads not guilty in cyber heist

NEW YORK (Reuters) - A seventh defendant pleaded not guilty on Tuesday to charges he participated in a global ATM heist that stole $45 million from two Middle East banks.

Elvis Rodriguez, 24, was accused of being a member of a "casher" crew that withdrew hundreds of thousands of dollars in New York as part of the heist.

Six other members of the New York crew pleaded not guilty last week. An eighth person, Alberto Lajud-Pena, 23, described by prosecutors as the leader of the crew, was murdered in the Dominican Republic on April 27, police there said.

U.S. prosecutors, who announced the arrests last Thursday, have not said where the global gang was based, citing an ongoing investigation.

No further details emerged at Tuesday's arraignment. Rodriguez, in a tan jumpsuit, said "good afternoon" in Spanish. His lawyer, Patrick Brackley, said "not guilty" when asked for a plea.

According to prosecutors, the global gang used prepaid MasterCard Inc debit cards issued by Bank Muscat of Oman and by National Bank of Ras Al Khaimah PSC (RAKBANK) of the United Arab Emirates.

Hackers broke into payment processing companies used by the two banks and raised the balances and withdrawal limits on the cards. Crews in 27 countries then withdrew $5 million between December 21 and December 22 and $40 million between February 19 and February 20.

Rodriguez was an active member of the New York crew and was caught on surveillance images making withdrawals on December 22, prosecutors said in a complaint against him released last week.

Rodriguez is also alleged to have been involved in transferring money obtained during the heists. An email sent in December to an address in Russia associated with a group that specializes in laundering proceeds of criminal activity made a reference to a wire transfer made by Rodriguez, according to court papers.

Another email obtained by investigators mentioned a trip apparently made by Rodriguez and two other unidentified individuals to Bucharest, Romania, in early January, where they gave the organizers of the December 21 operation $300,000 in cash.

Rodriguez was arrested March 27 while attempting to flee to the Dominican Republic, prosecutors said.

Brackley said after the hearing that Rodriguez is fighting the charges. A $250,000 bail application has been made but not yet granted, he said.

Rodriguez was not arraigned with the other six because his lawyer was unavailable, prosecutors said at the time.

U.S. Homeland Security Secretary Janet Napolitano said the heist shows how easily financial crimes can be coordinated and committed in cyberspace. "It demonstrates the kind and scope of financial crimes that are enabled in a network-connected world," she told the Reuters Cybersecurity Summit in Washington.

The only other country to have announced arrests in the case is Germany, where police said two Dutch citizens were caught withdrawing money at cash machines in Dusseldorf on February 19.

Alligator stem cell study gives clues to tooth regeneration

May 14, 2013 ? Alligators may help scientists learn how to stimulate tooth regeneration in people, according to new research led by the Keck School of Medicine of USC.

For the first time, a global team of researchers led by USC pathology Professor Cheng-Ming Chuong, M.D., Ph.D., has uncovered unique cellular and molecular mechanisms behind tooth renewal in American alligators. Their study, titled "Specialized stem cell niche enables repetitive renewal of alligator teeth," appears in Proceedings of the National Academy of Sciences, the official journal of the United States National Academy of Sciences.

"Humans naturally only have two sets of teeth -- baby teeth and adult teeth," said Chuong. "Ultimately, we want to identify stem cells that can be used as a resource to stimulate tooth renewal in adult humans who have lost teeth. But, to do that, we must first understand how they renew in other animals and why they stop in people."

Whereas most vertebrates can replace teeth throughout their lives, human teeth are naturally replaced only once, despite the lingering presence of a band of epithelial tissue called the dental lamina, which is crucial to tooth development. Because alligators have well-organized teeth with similar form and structure as mammalian teeth and are capable of lifelong tooth renewal, the authors reasoned that they might serve as models for mammalian tooth replacement.

"Alligator teeth are implanted in sockets of the dental bone, like human teeth," said Ping Wu, Ph.D., assistant professor of pathology at the Keck School of Medicine and first author of the study. "They have 80 teeth, each of which can be replaced up to 50 times over their lifetime, making them the ideal model for comparison to human teeth."

Using microscopic imaging techniques, the researchers found that each alligator tooth is a complex unit of three components -- a functional tooth, a replacement tooth, and the dental lamina -- in different developmental stages. The tooth units are structured to enable a smooth transition from dislodgement of the functional, mature tooth to replacement with the new tooth. Identifying three developmental phases for each tooth unit, the researchers conclude that the alligator dental laminae contain what appear to be stem cells from which new replacement teeth develop.

"Stem cells divide more slowly than other cells," said co-author Randall B. Widelitz, Ph.D., associate professor of pathology at the Keck School of Medicine. "The cells in the alligator's dental lamina behaved like we would expect stem cells to behave. In the future, we hope to isolate those cells from the dental lamina to see whether we can use them to regenerate teeth in the lab."

The researchers also intend to learn what molecular networks are involved in repetitive renewal and hope to apply the principles to regenerative medicine in the future.

The authors also report novel cellular mechanisms by which the tooth unit develops in the embryo and molecular signaling that speeds growth of replacement teeth when functional teeth are lost prematurely. Co-authors include colleagues from the Louisiana Department of Wildlife and Fisheries, University of Georgia, National Cheng Kung University, National Taiwan University, and Xiangya Hospital in China.

James, Heat beat Bulls 88-65 for 3-1 series lead

CHICAGO (AP) ? The way this series is turning out, it's hard to believe the Miami Heat ever trailed the Chicago Bulls.

They're running away with the Eastern Conference semifinals, and another performance like this will end it.

LeBron James scored 27 points and the Heat nearly matched a franchise record for fewest points allowed in a playoff game, pounding the listless and short-handed Bulls 88-65 on Monday night to take a 3-1 lead in the series.

"We just worked as hard as we could on defense," Chris Bosh said. "After the Game 3 performance, we really didn't feel like we did a very good job. We just wanted to have more energy today and concentrate on our coverages a lot better."

Well, how's this for a result?

The 65 points allowed were only two more than the all-time postseason low for a Miami opponent, and it was easily the worst offensive performance by a Chicago team in the playoffs.

Never before had the Bulls scored fewer than 69 in a playoff game nor 10 or less in a quarter during the postseason, but both those marks fell on a night when they were dominated on both ends of the floor.

Miami led by 11 at the half and put this one away in the third quarter, outscoring Chicago 17-9 in the period.

Now the Heat will try to wrap up the series at home Wednesday night, taking what they hope will be the next step toward a second straight championship.

They're in this spot because they shook off a loss in the series opener and haven't looked back.

Miami pounded Chicago in Game 2, coming away with its most lopsided playoff victory while handing the Bulls their worst ever postseason loss ? and the Heat continued to roll from there.

James had his usual complete game with eight assists and seven rebounds Monday.

Bosh finished with 14 points after scoring 20 and grabbing 19 rebounds in Game 3, and the Heat won again despite another quiet night from Dwyane Wade (six points), whose right knee was bothering him again. He appeared to aggravate it on a fallaway jumper during the game but was able to return after getting re-taped.

"It's frustrating at times, but you just try to do what you can," Wade said.

Norris Cole also struggled with seven points after back-to-back 18-point performances, but the Heat had more than enough in this one.

They shot about 49 percent while the Bulls set a franchise playoff low at 25.7 percent. Chicago was particularly bad from the outside, going 2 for 17 from 3-point range.

The Bulls again were missing ailing Luol Deng and injured Kirk Hinrich (calf), and a team that kept finding ways to win despite being short-handed all season simply appeared to run out of steam, even though coach Tom Thibodeau rejected that idea.

"No," he said. "I think the thing is they're (Heat) a great team. We have to come out with great intensity ? but we also have to make shots."

There's no denying the Bulls have been in a tough spot all year with Derrick Rose recovering from knee surgery and just about every other major player sidelined at some point. They've been hit particularly hard in the postseason, too.

"They're in a tough situation," James said. "They've had some injuries and illnesses and whatever's going on. They don't have their full roster, but that's not for us to worry about. They beat a very good Brooklyn team (in the first round) without their full roster."

Carlos Boozer had 14 points and 12 rebounds for his fifth double-double in the postseason, but was just 3 of 14 from the field. Jimmy Butler scored 12 and Joakim Noah grabbed nine rebounds, but it was a miserable night for Chicago ? particularly Nate Robinson. With Cole and Mario Chalmers harassing him and the big men helping out, he missed all 12 of his shots and did not score.

He said he fell hard on his left shoulder on a pick-and-roll at one point, although he couldn't remember exactly when, and had it wrapped in ice afterward. Then he took off the wrapping and threw it hard to the floor.

"Go back to the drawing board and figure it out," he said.

Richard Hamilton scored 11 points in a rare postseason appearance, and the former All-Star guard made it clear afterward he's not thrilled with his reduced role.

"Lot of stuff in life you don't understand," he said. "This (playoffs) is what I was brought here for. To not be able play and help my teammates, it's hard, it's rough. But I try to stay positive. I don't try to rock the boat."

Hamilton said he and Thibodeau have talked. Then, he reiterated, "It's hard to understand."

Notes: The Heat and Bulls were well represented on the NBA's all-defensive first team, with James and Noah being selected. ... Thibodeau had nothing to say about the $35,000 fine from the league for comments he made about the officiating in Game 3. Asked if he was surprised by the amount, he said, "I've got no comment on that. We're just getting ready for Game 4." ... Deng was listed as active after initially being ruled out for Chicago. Hinrich and Rose were inactive.
