Incas Intoxicated Sacrificial Children in Preparation for Death

She was killed at the age of 13 and placed in a mountaintop shrine in the Argentine high Andes?a sacrifice to the gods. There she lay for some 500 years until 1999, when archaeologists recovered her frozen body along with those of two other separately entombed children, a boy and a girl both between four and five years old. Researchers have long recognized that the three youngsters?the so-called Llullaillaco Maiden, Llullaillaco Boy and Lightning Girl?were victims of the Inca ritual of child sacrifice, or capacocha. A new study of their naturally mummified remains further illuminates the events leading up to their interment.

Chemical analyses of the hair of the children show that all three received coca leaves (from which cocaine is derived) and alcohol before they died. Twelve months before the 13-year-old maiden was killed, her consumption of coca surged. Meanwhile, her intake of alcohol?probably in the form of chicha, which is typically made from maize?peaked in her last weeks. And computed tomographic (CT) scanning revealed a large wad of coca leaves in her mouth that she had been chewing in her final moments. Andrew S. Wilson of the University of Bradford in the U.K. and his colleagues describe the findings in a report to be published online this week in the Proceedings of the National Academy of Sciences USA.

The exact nature of the event or events that led to the sacrifice of these children is unknown. It could have been an annual Incan occasion, or it might have been an unscheduled incident, such as the death of a ruler or a natural disaster. Whatever the case, the maiden received significantly more of these substances than the younger children did, possibly suggesting ?a greater need to sedate her,? the researchers report. They observe that the posture of the girl?s body and the undisturbed arrangement of her garments and surrounding ceremonial artifacts indicate that ?she was heavily sedated or dead when she was placed in the shrine.

?Coca and alcohol were substances that induced altered states interpreted as sacred, and which could suggest to victims and those associated with them the proximity of the divine beings whose continued benevolence was underwritten by these rites,? Wilson and his co-authors write. ?From a cross-cultural perspective, the psychologically deadening, disorienting, and mood-modifying effects of these psychoactive compounds on young victims, for whom any kind of informed consent to their own deaths cannot be unproblematically presumed, should not be downplayed.?

As for the parents compelled to sacrifice their children, they would have done so with a smile if they knew what was good for them. The authors note that according to the 1653 writings of Spanish Jesuit missionary Bernab? Cobo, ??it was a major offense to show any sadness,? and that ?they were obliged to do it with gestures of happiness and satisfaction, as if they were taking their children to bestow upon them a very important reward.??

Enbridge to build $1.3 billion oil sands pipeline extension

Canadian pipeline company Enbridge announced plans to build a US $1.3 billion southern extension to its Northern Alberta Woodland oil pipeline to connect the company?s Cheecham Terminal to its Edmonton Terminal and nearby refineries.

The extension will serve Imperial Oil's Kearl oil sands project located in the Athabasca Oil Sands region about 70 kilometers north of Fort McMurray and is planned to be in service by the third quarter of 2015. Enbridge said in a statement that the 385-kilometre, 36-inch pipeline extension will boast an initial capacity of 400,000 barrels per day, which could be expanded to 800,000 bpd depending on crude viscosity. "Extension of the Woodland Pipeline will bring additional crude oil transportation capacity into the Edmonton area, enabling us to accommodate forecasted regional oil sands production growth from the Kearl project and other oil sands projects targeted for delivery into the Edmonton hub,? Stephen J. Wuori, President of Liquids Pipelines and Major Projects, said in a Thursday statement. According to Reuters, the majority of the proposed route follows an existing Enbridge right-of-way near the 600,000 bpd Waupisoo line and will include new pump stations at Roundhill Station and Cheecham Terminal. "The Woodland Pipeline Extension Project is an example of how Enbridge is able to utilize existing infrastructure and rights-of-way wherever possible to minimize our footprint and our impact to communities, stakeholders and the environment," added Mr. Wuori. "We place the highest priority on the safety and operational reliability of our energy infrastructure at all stages of design, construction and operations." Imperial Oil runs the Kearl Oil Sands Project, an open-pit mining operation that produced approximately 40,000 bpd when it opened in June and is expected to expand capacity to 110,000 bpd by autumn 2013. Oil sands, also known as bitumen, are an extremely heavy form of crude oil that, due to its odor and appearance, is commonly associated with tar and has only recently been considered a viable alternative to conventional crude oil. The Athabasca oil sands in Alberta are the largest known deposits of bitumen in the world. Once the pipeline extension is completed, it will connect the northern oil sands to three Edmonton area refineries, including Imperial Oil's 187,000 bpd Strathcona facility. According to an Enbridge statement, ?With the Woodland Pipeline Extension Project, Enbridge is constructing infrastructure projects valued at more than $4.3 billion to service the increasing requirements of the Alberta oil sands producers. These projects are forecasted to come into service between 2013 and 2015.? The Edmonton refineries are the likely starting point of both the Keystone XL Pipeline and the Northern Gateway Project, both of which aim to connect Alberta?s oil sands to coastal refineries. Canadian Prime Minister Stephen Harper has been an out-spoken proponent of the pipeline projects that have run into fierce opposition from both US and Canadian environmental groups. In June, British Columbia rejected Enbridge?s plan for the Northern Gateway Project which would have connected Edmonton area refineries to the Pacific coast via pipeline. British Columbia?s liberal government claimed that Enbridge was ill-prepared to respond in the case of a major oil spill. Similar opposition has been endemic in the United States, where environmental groups claim that oil sands are more harmful to the environment than traditional petroleum. Enbridge completed the first phase of the Woodland Pipeline Extension Project in last autumn when it connected the Kearl Oil Sands south to the Cheecham terminal. Enbridge received regulatory approval for the remainder of the project from the Alberta Energy Regulator in August 2012.

California takes aim at hunting ammo

California is attempting to be the first state in the nation to kill wild game hunting.

By prohibiting the use of all lead ammunition for hunting in California, coupled with the federal government?s attempt to ban non-lead ammo, hunters could be left out in the woods with an empty weapon.

According to Sam?Paredes with?Gun Owners of California, if the state and federal bans are actually passed, the only alternative ammunition available would be?pure gold bullets. That might be advantageous for the assassin?Francisco Scaramanga, in the ?Man with the Golden Gun,? but it?s bad for Californians.

Hunting is being attacked as part of a campaign to ban the use of traditional ammunition, which is comprised of lead core components.

EXCLUSIVE: Army role in London for Prince William

William, who holds the rank of squadron leader with the Royal Air Force, will rejoin his regiment, the Blues and Royals, as he takes up a role with the Household Cavalry?s elite Mounted Regiment, according to senior sources.

Based at Hyde Park barracks in Knightsbridge, he will carry the rank of captain, at last matching that of his brother Harry.

Tasks will include a role in mounted ceremonial parades, inspecting soldiers before they go on duty and drafting ?career reports? for troops within his squadron for the unit commander.

He has taken part in dozens of air sea rescues since transferring to the RAF as a Sea King helicopter pilot in Anglesey. But the end of his three-and-a-half year tour of duty in September, coupled with the birth of Prince George and mounting pressure to be more available for royal duties made a change of direction inevitable.

His decision should have been made by last Christmas. It highlights choices for the dynamic royal about which of his duties take precedence.

As an officer in the Blues and Royals, a posting to the ceremonial mounted regiment is regarded as a ?plum job? and highly sought after. Unlike its counterpart in Windsor, the Household Cavalry?s division in London is not deployed abroad.

As an added incentive, the choice of London will afford the prince the chance of managing royal events with the Duchess of Cambridge.

Kensington Palace refused to comment on the speculation, though the official line remains that Prince William has yet to make up his mind.

A senior Army source said: ?Our understanding is that he will finish with the RAF have some leave that is due and then return to the Blues and Royals and serve with the Mounted Regiment, where he will take an appointment as second in command of a squadron. It is not a difficult role but it requires a lot of attention to detail.?

Royal author Margaret Holder said: ?This comes as no surprise. Prince William has been under increasing pressure to take over some of the strain of royal duties, particularly since the Duke of Edinburgh?s illness, and London will make for the ideal location.?

O'Connor's Ecker is first-team all-state baseball

O'Connor's Mark Ecker was named to the Texas Sports Writers Association's Class 5A all-state first team Friday.

Ecker, who signed with Texas A&M, batted .438 with 57 hits, seven home runs and 49 RBIs, helping O'Connor reach the state semifinals. He also had a 7-2 record on the mound with a 1.19 ERA.

O'Connor's Justin Garcia and Churchill's Jason Serchay were third-team selections.

The First Baptist Church in Beckley, West Virgina has organized a conference to help young girls build self-esteem in defiance of a beauty culture which fixates upon superficial features. The Register Herald reports:

Contemporary Christian musical artist Karen Spurlock will be leading worship at the event.

?Having three girls of my own, I am very aware of how early little girls begin to evaluate themselves and others in superficial ways,? said Carrico. ?It occurred to me that so many women suffer daily by comparing themselves to others, and it all starts between the ages of five and 10.?

Part of the reason girls are so imprisoned by the beauty culture, Carrico said, is that they mistakenly equate being ?pretty? with their self-worth.

?

One goal of the Christian-based conference is to assure girls that beauty is not in the eye of the beholder but in the ?eye of the Creator,? Carrico said.

?The only way to help girls see past all this is to teach them that pretty is fine, that?s awesome, but it?s not beauty,? she said. ?Their belly may not be completely flat today, or ever, and that?s OK, because God created us in His image, so?deal with it,? you?re perfect.?

Certainly, girls and young women ought to be encouraged to look beyond the superficial. That said, should any self-evaluation result in the conclusion that you are perfect?

Promoting self-esteem has become a primary goal of education and community activities involving children. The now clich? participation trophy stands as a hallmark example. Adults teach children to feel good about themselves not due to cited merit, but as a means to spite the evaluations of popular culture. However, unearned pride can be just as destructive as a lack of confidence. Rather than teach children to err on one side to spite the other, we ought to encourage honest evaluations based on objective criteria which help guide efforts at improvement.

Lincoln Memorial closed after it is vandalized with green paint

The Lincoln Memorial will be closed until further notice after green paint was discovered on the monument Friday morning.

A visitor found the paint splattered on the statue and on the floor around it just before 1:30 a.m. and reported it to police. No words or symbols were written on the statue, News4's Megan McGrath reported.

The U.S. Park Police say the monument will reopen once the National Park Service cleans the statue. There's no estimate on when that work will be done, but maintenance crews are expected to arrive Friday morning.

Surveillance cameras are located on either corner of the monument. There's no word on whether the cameras captured the vandal.

This is not the first time vandalism has been reported at the site of one of the National Mall's memorials.

Back in 2007, an oily substance was found on the memorial wall of the Vietnam Veterans Memorial. Police determined the case to be an act of vandalism and not an accident,?The Washington Post reported. The removal process took weeks to complete.

Two additional incidents of vandalism have been reported at? Vietnam Veterans Memorial in the past. In 1993, the directory stands at the entrance of the memorial were burned, and a swastika and scratches were found etched in two of the memorials panels in 1988. Both panels were replaced.

Other than those incidents, NPS spokeswoman Carol Johnson said she cannot recall any other cases of vandalism at the National Mall.

The Lincoln Memorial, which was dedicated in 1922, is open to the public 24 hours a day.

Hisense, a company best known for its home theater equipment, isn't exactly a name synonymous with mobile devices. But with its new, Walmart-exclusive line of Android tablets -- the Sero 7 LT and Sero 7 Pro -- the Chinese manufacturer is dipping its toe into an increasingly crowded pool. Both tablets occupy the budget end of the spectrum, with the higher-end of the two, the Sero 7 Pro, going for a reasonable $150. For the price, the specs are decent: the Sero comes with a 1,280 x 800 display, a quad-core Tegra 3 processor and Android 4.2 Jelly Bean. Europe backs new dual-action Novartis lung drug

LONDON (Reuters) - Swiss drugmaker Novartis won an important endorsement of its new inhaled medicine for chronic lung disease on Friday when European regulators recommended approval of Ultibro Breezhaler.

Also known as QVA149, the once-daily medicine belongs to a new type of dual-action treatments that are expected by analysts to become major sellers and is the first in the class to win such a green light.

The green light from the European Medicines Agency (EMA) paves the way for full marketing authorization in the next two or three months. Approval in the key U.S. market remains some way off, since the drug will not be filed there until late 2014.

The new product contains two bronchodilators - indacaterol, a long-acting beta2-adrenergic agonist (LABA), and glycopyrronium, a long-acting muscarinic antagonist (LAMA).

Glycopyrronium was licensed from Vectura, entitling the British firm to milestone payments and royalties on sales. Shares in Ventura rose 7 percent on Friday's news.

Other companies including GlaxoSmithKline are also working to develop such LABA/LAMA combinations.

Novartis is banking on new drugs, including QVA149, to fill the gap left by the loss of exclusivity on its blockbuster blood pressure pill Diovan. It also has high hopes for Serelaxin, a treatment for acute heart failure and psoriasis drug AIN457.

QVA149 is designed to treat chronic obstructive pulmonary disease (COPD), a disease that causes breathing trouble and chronic coughing, and is sometimes fatal. It affects an estimated 210 million people worldwide.

Analysts at Berenberg said Ultibro could achieve annual sales of around $2.3 billion by 2021, of which $1.7 billion could be generated outside the United States.

HIV DRUG GREEN LIGHT

The EMA said it had also recommended a new HIV medicine from Gilead Sciences called Tybost, or cobicistat, a drug that does not itself fight the virus that causes AIDS but boosts the function of other HIV medicines.

The European recommendation contrasts with a rebuff for the Gilead product from U.S. regulators in April.

In addition, the EMA issued a positive opinion for Gentium's drug Defitelio for use in patients undergoing blood stem-cell transplantation, and Boehringer Ingelheim's lung cancer drug Giotrif.

GSK's Revolade was recommended for wider use in patients with thrombocytopenia associated with chronic hepatitis C infection, while Bayer's Eylea was backed for wider use in eye disease. Regeneron is Bayer's partner on Eylea.

Otsuka's new drug Delamanid for treating multidrug-resistant tuberculosis, however, was not recommended for approval.

Recommendations for marketing approval by the agency's Committee for Medicinal Products for Human Use (CHMP) are normally endorsed by the European Commission within a couple of months.

Booker longlist: Women dominate with London author in running for debut novel

Eve Harris, 34, who was born to Israeli-Polish parents in Chiswick, joins established writers led by Jim Crace and Colm Toibin on the list with her novel The Marrying of Chani Kaufman.

Harris worked for 12 years in inner-city comprehensives and independent schools in London and Tel Aviv before the teaching experience in north-west London that prompted her literary debut about a teenage girl preparing for an arranged marriage in an ultra-Orthodox Jewish community.

She is one of seven women on the 13-strong longlist including NoViolet Bulawayo, 31, a Zimbabwe-born writer also nominated for her first book, We Need New Names, about life in a Zimbabwe shanty. The youngest contender is Eleanor Catton, 27, a New Zealander, with The Luminaries, an astrological murder mystery.

A third debut is Irish writer Donal Ryan who was rejected 47 times before his book, The Spinning Heart, was accepted for publication.

Robert Macfarlane, chairman of judges, said the long list had to be the most diverse in the history of the prize.

Contenders range from Richard House?s The Kills, a political thriller told in four interlinked novels, to Alison MacLeod?s wartime love story Unexploded, set in Brighton where she lives, and Tash Aw?s Five Star Billionaire, about the overlapping lives of Malaysian migrant workers, to Charlotte Mendelson?s Almost English, about Hungarian exiles and an English boarding school.

Big gun: Colm Toibin is one of the more established names on the list ?These 13 outstanding novels range from the traditional to the experimental, from the first century AD to the present day, from 100 pages to 1,000 and from Shanghai to Hendon,? Mr Macfarlane said.

The big guns in a list notable for the omission of star names are Jim Crace, 67, with Harvest, a novel he claimed would be his last, and Colm Toibin, 58, with The Testament of Mary, his depiction of the mother of Jesus. Both have been shortlisted before.

A shortlist will be announced in September and the winner of the ?50,000 prize on October 15.

New Android-Powered Gaming Console 'Shield' Will Launch July 31 ...

Graphics chip star NVIDIA has set a July 31 release date for its Shield handheld gaming and entertainment device powered by Google's Android software.

The high-performance, handheld gadgets are in full production and will begin shipping at the end of this month, Shield director Jason Paul said in a blog post at the Silicon Valley company's website.

"Last month, we made the difficult decision to delay the launch of Shield due to a mechanical issue we found in our rigorous testing process," Paul said.

"Since then we have been working non-stop to put Shield through its paces and ensure it meets the highest quality control standards in the industry."

NVIDIA has priced Shield at $299 and is taking orders online at nvidia.com and newegg.com. NVIDIA unveiled the portable gaming device at the major Consumer Electronics Show in Las Vegas early this year.

Shield is powered by what NVIDIA boasted to be "the world's fastest mobile processor," the Tegra 4 chip, and device features include a multi-touch display and console-grade controls.

Shield's debut comes as Sony and Microsoft are poised to release new-generation videogame consoles designed to put them at the heart of home entertainment.

Nintendo released its Wii console successor, the Wii U, late last year.

Shield will enter a gaming landscape being transformed by the booming popularity of free play on smartphones or tablet computers.

People are increasingly squeezing play into sessions of five minutes or less sprinkled through the day, according to mobile game industry trackers.

It's usually teenagers or politicians who get in trouble for taking risque photos of themselves, not senior citizens. But TV personality Geraldo Rivera isn't your average senior.

In the wee hours of Monday morning, Rivera, 70, tweeted out a photo of himself shirtless in his bathroom, a white towel on the counter blocking the area below his hips. He's also wearing red-tinted glasses ...and nothing else.

?70 is the new 50," he wrote to accompany the shot."(Wife) Erica and family are going to be so pissed?but at my age?? (Rivera turned 70 on July 4.)

Later in the day, however, Rivera deleted the photo -- but only after it had been screengrabbed, shared and retweeted by fans and mockers alike. "Note to self: no tweeting after 1am," he wrote in a new tweet.

Twitter followers would seem to agree that's a good rule. Wrote Bonzo Beckett, linking to an equally terrifying cat photo, "You scared my cat with that picture. See? He keeps meowing "Why Geraldo why?"

Joked author and Fox TV host Greg Gutfield, "Our thoughts and prayers are with Geraldo's towel," says the president of Bed Bath and Beyond."

Rivera's not alone. The trend of celebrities sharing photos of themselves showing a lot of skin seems to be only growing. On July 9, singer Justin Bieber used Instagram to share a shirtless photo of himself, and "Project Runway" host and on July 16, model Heidi Klum tweeted a babe-on-the-beach shot of herself making a smiley face on her body with sand and shells. (Her hand strategically covers what her missing bikini top does not.)

Analysis: Resumption of Mideast talks not assured

(AP) ? Disagreements that blocked Israeli-Palestinian negotiations for the past five years have not been fully resolved, despite U.S. Secretary of State John Kerry's recent announcement of progress, and there's no clear path to a resumption of talks.

Palestinian officials said Sunday their key demand remains: Ahead of any talks, Israeli Prime Minister Benjamin Netanyahu must accept Israel's pre-1967 frontier as the starting point for drawing the border of a future state of Palestine. They say Kerry's renewed endorsement of that frontier as a baseline in closed-door talks is not enough, and that they need to hear from Netanyahu himself.

It's not clear if this amounts to last-minute maneuvering or if the Palestinians will walk away if Netanyahu refuses to accept that formula, as he has done repeatedly. On Sunday, Netanyahu's right-wing allies were adamant that Israel would not budge, and Netanyahu appeared to be trying to lower expectations about any future negotiations.

Palestinian President Mahmoud Abbas is skeptical of Netanyahu's willingness to negotiate in good faith, suspecting the Israeli hard-liner is more interested in a peace "process" as an antidote to Israel's international isolation than in an actual deal.

Abbas has strong reasons to return to the table, however, even if it's not on his terms.

He can ill afford to rebuff the U.S. and Europe, the financial backers of his self-rule government, the perpetually cash-strapped Palestinian Authority. The talks envisioned by Kerry are to last for six to nine months, according to the Palestinians, rather than being open-ended, which would allow Abbas to argue he's simply testing Netanyahu's intentions. And so far, Abbas has not faced a backlash at home as he inches toward negotiations.

Abbas has not spoken publicly since Friday, when Kerry announced an agreement that "establishes a basis for resuming direct final status negotiations" between the two sides. Kerry cautioned at the time that "the agreement is still in the process of being formalized."

On Sunday, Abbas' office tried to clamp down on official chatter, saying only two aides, Nabil Abu Rdeneh and Yasser Abed Rabbo, are authorized to speak about the diplomatic efforts. Neither was available.

However, two Palestinian officials and two senior PLO figures ? speaking on condition of anonymity because they wanted to avoid running afoul of Abbas' edict ? said a resumption of talks is not a done deal. Israeli and Palestinian negotiators are to meet in Washington in coming days or weeks, but they'll have to hold more talks about the talks, just as Kerry did in six shuttle missions this year because gaps remain, the Palestinian officials said.

Kerry gave Abbas a number of assurances on the terms for the negotiations, but failed to secure detailed Israeli commitments, the officials said. This includes the issue of the 1967 borders, the scope of a possible slowdown in settlement construction, and a timetable for the release of dozens of veteran Palestinian prisoners, held for attacks carried out before the start of intermittent peace talks in 1993.

In Cairo, the Arab League reiterated Sunday that negotiations must be based on the 1967 frontier and include a timeline, as well as the prisoner release. Without this, hopes for success are dim, said Mohammed Sabih, a top league official for Palestinian affairs. "It is certain that this (Israeli) government does not want a two-state solution but wants one Jewish state and the exclusion of the Palestinian side," he said in a statement.

In Israel, Netanyahu allies ruled out an endorsement of the 1967 lines or a slowdown in settlement construction in the West Bank and east Jerusalem, now home to nearly 600,000 Israelis.

Netanyahu emphasized the need to safeguard Israel's security and said any agreement would have to be approved in a national referendum. "It won't be easy. But we are entering the talks with integrity, honesty and hope that this process is handled responsibly, seriously and to the point," he said at the start of his weekly Cabinet meeting.

Netanyahu has repeatedly called for a resumption of talks without what he calls Palestinian "preconditions," such as a settlement freeze or recognition of the 1967 lines. Palestinians say the 1967 lines were the basis for talks in the past and that they need safeguards before entering into talks with Netanyahu, who adopted tougher starting positions than his predecessors.

A senior member in Netanyahu's coalition said Sunday that Israel has made no concessions so far.

"Insisting on our principles has paid off," Economics Minister Naftali Bennett, head of the pro-settler Jewish Home party, said in a statement. "It was proven that when we insist, we can have negotiations without preconditions, without a (settlement) freeze and definitely without the bizarre demand to negotiate based on the 1967 borders."

Deputy Defense Minister Danny Danon told The Associated Press that it would be a mistake to enter negotiations based on the Palestinian demands. Danon said he opposes any release of veteran Palestinian prisoners.

He said Netanyahu is to brief ministers Monday about Kerry's mission, but that so far, he has not heard the prime minister speak about a possible recognition of the 1967 borders as a baseline.

For Israel, one of the main benefits of resuming negotiations is that it removes, at least temporarily, the threat of unilateral Palestinian action at the United Nations.

Last year, the General Assembly recognized a state of Palestine in the West Bank, Gaza and east Jerusalem, enabling the Palestinians to seek membership in U.N. institutions and possibly taking their complaints over Israeli settlement-building on occupied land to the International Criminal Court. Abbas has said he would hold off in the event talks with Israel resume.

In the end, Abbas will likely opt for negotiations to avoid a risky confrontation with the U.S. that could spell the end of his Palestinian Authority, analysts said. "Abbas is going for talks with Israel to avoid the U.S. blame, because he couldn't move against its (Washington's) will," predicted George Giacaman, a political scientist in the West Bank.

Description

On 12 July 2013, a Boeing 787-800 being operated by Ethiopian Airlines had been parked out of service for several hours and was unoccupied when an employee in the ATC TWR observed smoke coming from the aircraft and activated the crash alarm. The immediately attending RFFS found the aircraft to be full of smoke and fire present in the roof area of the rear fuselage. This was extinguished but not before the aircraft had sustained extensive heat damage to the area of the fire with significant resultant effects on the aircraft insulation and structure.

Investigation

Although the incident did not occur in circumstances which automatically required an independent investigation in accordance with ICAO Annex 13, the Chief Inspector of the UK AAIB deemed, under his nationally defined powers, that it was ?appropriate to treat the occurrence as a serious incident and to invoke the protocols of ICAO Annex 13 with regard to the participation of other interested States?.

It was established that the aircraft had landed at Heathrow earlier the same day after an uneventful scheduled passenger flight from Addis Ababa and taxied to a Terminal 3 gate for passenger disembarkation, arriving there at approximately 0540. Later, it was towed to a remote Terminal 5 parking stand adjacent to one of the airport fire stations where the aircraft was subsequently secured after an engineer on the flight deck had visually confirmed that the ground electrical power, although remaining connected, was no longer available to the aircraft.

Nearly ten hours after the arrival at Terminal 3 for passenger disembarkation, the reported signs of fire were investigated by fire fighters who had initially discharged water and foam onto the aircraft and disconnected the ground power cable. They had then entered the aircraft at door L2 equipped with breathing apparatus and had encountered thick smoke. ?As they moved to the rear of the aircraft the smoke became denser so they opened further cabin doors to clear the smoke. At the rear of the passenger cabin they observed indications of fire above the ceiling panels. They attempted to tackle the fire with a handheld Halon extinguisher but this was not effective, so they forcibly moved a ceiling panel and tackled the fire with water from hoses? which was effective and led to the fire being extinguished.

Detailed examination of the damaged area by the Investigation team found that the greatest heat damage, and highest temperatures, had been centred close to the crown of the rear fuselage to the left of the aircraft fore-aft centre line. This location was seen to correspond to the worst externally visible damage, where ?blackened and peeling paint and damage to the composite structure? could be seen. It was noted that this area ?(coincided) with the location of the aircraft Emergency Locator Transmitter (ELT) and its associated electrical wiring which is mounted internally on structure close to the aircraft skin? and that ?there (were) no other aircraft systems in this vicinity which, with the aircraft unpowered, contain stored energy capable of initiating a fire in the area of heat damage?.

The Honeywell International ELT Model RESCU406AFN installed on the aircraft was noted to contain chemical batteries with a Lithium-Manganese Dioxide (LiMnO2) composition to allow the device, as required, to operate in an emergency situation entirely independently of the aircraft electrical power system.

Detailed examination of the ELT showed ?some indications of disruption to the battery cells? but it was not clear ?whether the combustion in the area of the ELT was initiated by a release of energy within the batteries or by an external mechanism such as an electrical short?. It was observed that in the case of an electrical short circuit, the batteries powering the device could provide a means for ignition and then suffer damage in the subsequent fire.

It was found that ?the ELT manufacturer has produced some 6000 units of this design which are fitted to a wide range of aircraft? and that the Incident being investigated has so far been ?the only significant thermal event? in service.

A Special Bulletin S5/2013 detailing the initial findings of the Investigation was published on 18 July and contained two Safety Recommendations as follows:

  • that the Federal Aviation Administration initiate action for making inert the Honeywell International RESCU406AFN fixed Emergency Locator Transmitter system in Boeing 787 aircraft until appropriate airworthiness actions can be completed. [2013-016]
  • that the Federal Aviation Administration, in association with other regulatory authorities, conduct a safety review of installations of Lithium-powered Emergency Locator Transmitter systems in other aircraft types and, where appropriate, initiate airworthiness action. [2013-017]

The Bulletin stated that these Safety Recommendations were issued because ?large transport aircraft do not typically carry the means of fire detection or suppression in the space above the cabin ceilings and had this event occurred in flight it could pose a significant safety concern and raise challenges for the cabin crew in tackling the resulting fire?.

The Investigation is continuing.

Several U.S.-educated Iranians are expected to be tapped for key posts in President Hassan Rowhani's new administration, hinting at a break from the antagonistic rhetoric of predecessor Mahmoud Ahmadinejad.?

The 64-year-old moderate cleric won an outright victory in June?s election, in which he was the closest thing to a reform candidate running to replace Ahmadinejad.

A sudden thaw in relations with the West is unlikely, most experts agree. But Rowhani's installation could mark the beginning of a more open government and lead to friendlier relations between Washington and Tehran.

?I would not expect a change of agenda, but maybe a change in the way things are done ? and that is important when it comes to diplomacy,? said Sasan Aghlani, an expert on Iran at British think tank Chatham House.

After Rowhani is sworn in on August 3rd, he will unveil a new cabinet and team of advisers. Among the names being touted are four veteran Iranian politicians who all hold degrees from U.S. universities.

Mahmoud Vaezi, a senior figure at Rowhani?s Center for Strategic Research think tank, could be appointed foreign minister, according to Bijan Khajehpour, a Vienna-based Iranian business consultant and contributor to regional news site Al-Monitor.

Vaezi graduated with a degree in electrical engineering at California?s Sacramento State University in 1976, and his biography lists two other U.S. degrees and a doctorate from Warsaw University in Poland.

Other candidates for administration positions are industrialist Mohammad Nahavandian, who was awarded a doctorate in economics by the George Washington University?in January 1994, and Mohammadreza Nematzadeh, Rowhani?s campaign manager who studied environmental engineering at California Polytechnic State University in 1968.?

Seyed Hossein Mousavian, likely to be a key foreign policy adviser, is another Sacramento State graduate - and currently a research scholar at the Woodrow Wilson School of Public and International Affairs, Princeton University.

That senior Iranian figures are educated in the West is not unusual. One of the candidates Rowhani defeated, Ali Akbar Velyati, was a post-graduate fellow at Johns Hopkins University School of Medicine while current foreign minister Ali-Akhbar Salehi has a doctorate from MIT.

But together, they come from a cohort of Iranians who were studying in the United States just before the 1979 Islamic revolution and returned to Iran to participate in overthrowing the U.S.-backed Shah Mohammad Reza Pahlavi. And all four of those touted for Rowhani?s inner circle have extensive business or political ties outside their home country.

?I sense the cabinet will have a more worldly outlook than under Ahmadinejad,? Chatham House's Aghlani said.?

Most have already served as ministers under previous presidents, according to Khajehpour. ?They bring experience, which is significant because there has been too much trial and error in the past."

Ahmadinejad has taken a confrontational approach with the West, going as far as calling for Israel to be wiped off of the map, as well as alienating members of Iran's conservative establishment.

Rowhani himself was educated in the West, having been awarded both a masters degree and a doctorate in law at Scotland's Glasgow Caledonian University, where his supervisor Mahdi Zahraa remembered him as ?a quiet-spoken, very gentle man.?

"His spoken English was good. Hassan knew his subject well and responded to my directions in an organised, thoughtful manner,? Zahraa said in a statement.

The university on Wednesday released video footage of the 1999 ceremony at which Rowhani received his doctorate.

As he prepares to take office, Rowhani is likely to be preoccupied with the tasks ahead of him ? not least repairing Iran?s economy, which has been crippled by United Nations sanctions.

Last Sunday, Rowhani revealed the country?s financial situation is more perilous than Ahmadinejad had led people to believe, with inflation at 42 percent. The admission appeared to hint that Iranians can expect more transparency from a Rowhani government ? even if relief from spiraling prices for everyday goods is not on the immediate horizon.

He has also called for less filtering of the Internet ? a recognition that Iran?s Islamic principles cannot solely be maintained by sealing itself off from the outside world. "Gone are the days when a wall could be built around the country,? he said in remarks reported on state-run Press TV. ?Today there are no more walls."

Khajehpour speculated that Rowhani would create "a government of unity ? of reconciliation, perhaps." He speculated that even defeated election rival Mohammad Bagher Ghalibaf could be offered a government role.

Still, Rowhani?s open approach ? and strong regional outlook - could cement opposition among ordinary Iranians to U.S.-led sanctions.

?A civil society could emerge, bringing together previously fragmented groups who could mount a campaign against sanctions.?

In a hint at what lies ahead, Mousavian ? one of the names tipped for a foreign policy role ? said in an interview Monday that Washington?s sanctions policy was a ?lose-lose game.?

He said: ?[Rowhani] is courteous and logical and respects international norms and regulations. The key to resolving the dispute with Iran depends on whether the traditional Western policies of pressure, sanctions, threats and humiliating Iran will change to those based on respect, mutual interests and cooperation with Rowhani?s administration.?

Leeds Utd star in Twitter row with Huddersfield fan after he is fined for dumping rubbish in layby

LEEDS United striker Ross McCormack has been ordered to pay more than ?1,000 for illegally dumping Christmas waste in a layby.

The striker, who lives in Bardsey, Leeds, was identified by Leeds City Council enforcement officers after they were called to the littered layby on the A58 Wetherby Road after Christmas.

The 26-year-old left packaging, cardboard delivery boxes and plastic bags next to bins at some point between Christmas 2012 and January 3, which was found blowing into nearby hedges and fields.

McCormack was handed a ?200 fine, ordered to pay ?883.25 in costs and a ?20 victim surcharge at a hearing at Leeds Magistrates? Court yesterday.

Reacting to the verdict Coun Mark Dobson, the council?s executive member for the environment, said: ?Our recycling centres are open throughout the festive period to specifically allow people to recycle the extra waste that?s created at that time of year. Finally, France tastes victory at its 100th Tour

L'ALPE D'HUEZ, France (AP) ? After five grueling hours of riding, as he strained and sweated to victory in an eye-popping Tour de France stage with crowds that turned cycling's most famous climb into a huge and raucous high-mountain party, Christophe Riblon didn't want it to stop.

Winning a Tour stage is always special.

Becoming the first French stage winner at the 100th Tour was doubly special.

Doing all this in front of hundreds of thousands of screaming fans, several rows deep up 21 steep hairpin bends in the Alps, well, Riblon wanted the pleasure to last and last.

"It was as if the crowds were carrying me. Magical," Riblon said. "The last kilometer (half-mile) wasn't long enough. I so would have liked to have profited more from that moment with the crowds. It was incredible. I would have liked for it to go on for 10 kilometers (six miles) like that."

In a Tour that has offered a kaleidoscope of racing drama and scenic beauty from its June 29 start point on the French island of Corsica, this Stage 18 was the one that most set hearts racing and tongues wagging when organizers unveiled the race route last October.

When their bodies and minds are already sapped by more than two weeks of racing, it sent the riders not once but twice up the legendary climb to the ski station of L'Alpe d'Huez.

Between the two ascents, the route hared down a sinewy, narrow and risky descent with no safety barriers that some riders, including Tour champion-in-the-making Chris Froome, felt was dangerous.

The gamble could have backfired horribly had a rider plunged off a missed bend. But feared storms didn't materialize, so the roads didn't become overly treacherous. The racing proved engrossing.

Watching the riders' high-wire act on the Col de Sarenne descent, especially a heart-in-mouth moment when Froome's rival Alberto Contador zipped past him as they sped downhill, was an adrenaline high.

The double ascent to L'Alpe d'Huez made the roadside hordes doubly frenzied. It was as though someone had scooped up an entire outdoor music festival ? with hundreds of thousands of people, tents, barbecues, colors, smells, noise, outdoor toilets and all ? and scattered them across the mountain. The riders cleaved through curtains of people screaming and running alongside them. A man waving a Japanese flag inadvertently caught it on the handlebar of Froome's teammate Richie Porte, giving him a fright.

And the French got a perfect crescendo when Riblon spared them the indignity of a Tour without a stage win. The last time that happened was 1999. With just three stages left after Thursday to the finish in Paris, French chances were fast running out.

"A Frenchman winning on L'Alpe d'Huez is a beautiful recompense for France and for the Tour de France. We, the French, France, our team, didn't deserve to come out of this Tour de France without a stage victory," said Riblon.

Riding to the line, he fished a dog tag engraved with the names of his wife and two daughters out of his jersey and kissed it.

Although not from the same country or team, Riblon used the limelight of victory as a soapbox to defend Froome against suspicions voiced in some quarters about the British rider's performances.

Froome's clear physical superiority has raised eyebrows. Because cycling was so let down by Lance Armstrong and his generation of dopers, some observers are finding it hard to believe that Froome could be riding clean ? even though the sport's anti-doping tests are more credible now than when Armstrong was winning and cheating.

Among the many banners that spectators hung on the switchbacks to L'Alpe d'Huez was one that read: "Froome dope"

"I believe in cycling and I don't think there are many cheats left," Riblon said. "What I want most of all is to eradicate suspicion. Honestly, I don't really understand why the yellow jersey (Froome) is being put on trial ... He doesn't deserve this. When harm is done to the yellow jersey, the whole of cycling is hurt."

To combat suspicion, Froome's team released his performance data from six races, including this Tour, to French sports newspaper L'Equipe. The newspaper reported Thursday that it had an outside expert analyze the data ? including how much power Froome generated and his climbing times on 18 ascents ? and that he found "no anomalies."

L'Equipe, owned by Tour organizers ASO, said Sky also told the newspaper that Froome has had 48 anti-doping tests this year, including 19 so far at the Tour before Thursday' stage.

"The team owns all that data and the team made the decision to release that data," said Froome. "But, yeah, I'm really happy to hear their findings and to hear their take on it and, basically, backing us up to say that these performances are very good, strong, clean sporting performances."

"I know what I'm doing is right and I'm extremely proud of what I've done to get here. So no one can take that away from me," he said.

Having barely put a foot wrong for more than two weeks, Froome ran short of energy on the second ascent to L'Alpe d'Huez, slowing suddenly as he sought assistance from his team.

"It's a horrible feeling," Froome said of the sugar-low.

Porte dropped back to their team car to fetch an energy bar, rode back and handed it over to Froome. That cost both of them a 20-second time penalty because food supplies weren't allowed that late in the stage.

Still, Froome has plenty of time to spare, even more now than he started the day with.

After his aggressive downhill from Sarenne, Contador labored on the last uphill. He finished 11th. Froome was seventh. His overall lead grew to 5 minutes, 11 seconds over Contador. Colombian Nairo Quintana moved up to third overall, 5:32 behind Froome, who is now just three days away from becoming the second successive British winner after 2012 champion Bradley Wiggins.
